Hispanic Access Releases Public Lands Toolkit to Empower Latino Communities for Protection and Leadership

Hispanic Access Foundation has released a new public lands toolkit to help demystify the complex U.S. public lands system and serve as a resource for the Latino community to deepen understanding, strengthen advocacy skills, and take action.

The toolkit provides a foundational overview of how public lands are managed, key legislation and policy structures, and how communities can influence decisions through civic engagement. It also features real-life examples of successful community-led campaigns and guidance on pursuing land designations.

“Latinos are uniquely positioned to create positive, lasting change for all,” said Juan Rosas, Hispanic Access Foundation Public Lands Program Manager. “This toolkit gives them the knowledge and tools necessary to successfully engage in meaningful civic action, policy decisions, and ensure that these treasured landscapes are protected for future generations.”

Organized into thematic sections, the toolkit covers the history of public lands, current threats and opportunities, pathways to engagement, and tools to build advocacy capacity. It equips communities and organizations to advance advocacy, education, and organizing efforts—from informing public policy and mobilizing Latino communities to building understanding of public lands and cultural connections. It also serves as a strategic planning guide to shape campaigns, policy priorities, and inclusion initiatives.

“Our nation’s public lands are not only places of natural beauty and biodiversity, they are also sacred spaces for Latino communities—where families gather, traditions are passed on, and cultural connections are rooted,” said Patricia Patron, Hispanic Access Foundation Chief of Programs. “Yet these lands face mounting threats from development, climate change, and policies that often exclude the very communities most impacted. That’s why it is so important for Latinos to step into advocacy and leadership—to ensure our voices shape the decisions that will determine the future of these treasured places.”

The toolkit also explains key environmental laws affecting public lands management, detailing major legislation that guides federal agencies in protecting natural and cultural resources. It provides insight into who manages public lands, how decisions are made, and how communities can effectively engage in shaping policies. By breaking down complex legal and regulatory frameworks into accessible guidance, the toolkit facilitates the protection and stewardship of public lands.
